Clerks to Local Governing Bodies job summary

Each school has 3 clerked meetings per year, each meeting could last up to 2 hours. You can claim up to 6 hours per meeting to include the agenda preparation, minuting and administration around pecuniary interests and completion of annual checks. There is one clerks meeting per term and some extra administrative work (3 hours per term). You can apply to take on a minimum of 3 schools, but if available could be offered up to six schools. The contract being offered includes a proportional allowance for holiday pay and guarantees a minimum of 27 hours per year up to 47 hours per year. We are flexible with this appointment and will consider applications for self employed work. If self-employed a pay rate per meeting of £150 to include travel.

You will join a team of clerks and provide clerking services for our schools, for three meetings per academic year in each school starting in December 2024, March 2025 and July 2025. Please see our website for a list of schools and locations.

For this role you will need to be:

Confidentiality and professionalism are key. Previous training, experience and knowledge of the workings of governing bodies is useful but not essential as if you have a passion for education and a good standard of literacy this will support the full training that is provided.

You will be provided with a Google chromebook and will be expected to use google apps, including setting up remote meetings as necessary. You will need a good understanding of Google in order to store and access paperwork on Drive, download to PDF, send emails, etc. Again, we will train you but it might be necessary for you to devote some of your own time to ensure competency by the end of the probationary period. It is essential for you to have access to a car for travel to schools as the majority of school meetings are held in person. Travel expenses can be claimed. This post requires you to work at times convenient to the governing body of the individual school including evening work so it could be combined with another role within one of our schools.

Governance in ASSET is led by our Chief Executive Officer and Governance Lead who will support you and provide a full induction. The ASSET Governance Handbook details all governance arrangements including terms of reference, codes of conduct, role descriptions, etc. As Clerk to the Local Governing Bodies (LBGs) you would be familiar with all of this documentation. Template agendas are provided by the trust.

Within the 6 hours that you are paid for a meeting you would be expected to contact the Headteacher and Chair of Governors to finalise the agenda, organise, reference and circulate papers (through ASSET Governance Portal) at least five working days in advance of the meeting. At the meeting you will take minutes and provide advice, referring to the Governance Lead if necessary. Within three weeks you will produce draft minutes and finalise the agreed minutes for circulation to the LGB. There is an expected standard to which all minutes must comply which will be shared with you. ASSET is currently looking at ways that Gemini AI may be able to assist with minute taking at meetings.

Full administrative services are provided to ASSET schools via the Governance Portal but you would be expected to check pecuniary interests, meeting attendance, governor training, etc. You would liaise with your point of contact in the trust and the school office to support governor recruitment, induction, etc.

LGB meetings take place in the last 2-3 weeks of each term. This means that the hours worked will mostly fall in December, March and July. Some LGB meetings take place in the early evening but are set each July for the year ahead so that you can plan ahead. If you are unable to attend a planned meeting 6 weeks notice is required for us to organise another clerk to attend in your place. In the case of illness, notice the day before is required. We will pay you for 6 hours of your time for each meeting but some may require more work and others less.
