IFPT Whole Trust Site Support job summary

The duties and responsibilities listed below are indicative of the tasks of the role; they are not intended to be an exhaustive list. The post holder will be expected to take on additional responsibilities appropriate to the role as they arise. The job description will be reviewed from time to time to reflect the changes, needs and circumstances of the Trust. Such reviews and any consequential changes will be carried out in consultation with the post holder.

Support IFPT site teams to ensure Trust buildings and premises are maintained to high standards and comply with all relevant legislation

Advising the TBM and CEO, as well as other Trust leaders where applicable, on all matters relating to estates and facilities management; support the Trust’s commercial contracts ensuring they represent value for money

Contributing to the Trust’s risk management processes, including identifying strategic, operational and financial risks [as they relate to estates], overseeing steps and contributing towards the Trust’s central risk register

Advise the TBM, acting and delivering on the recommendations within any estates, facilities and compliance audits and reports in consultation

Support the Central Team with the efficient operation of all utilities including heating, lighting, water, sewerage, refuse disposal etc. through liaison with contractors and other appropriate agencies

In collaboration with the Academy based Site Officers, carry out due diligence checks of CCTV and alarm systems, locks, fire safety appliances, security gates and perimeter fencing, and ensure any necessary repairs are actioned

Carrying out administrative tasks e.g. collating Trust level maintenance records, information and data, producing reports as required (for example, asbestos registers, etc.)

Developing and maintaining an effective internal Estates and Facilities compliance procedure for the Trust and its academies, including engaging third-party reports and making recommendations for improvement

Leading on the management of effective asset management data, including site plans, floor plans and condition surveys for the Trust estate, including data returns to the DfE (formally ESFA) where needed

Support the Trust Business Manager and Finance Manager in coordinating Trust-wide responses to the Land, Buildings and Collections Tool (LBCT)

Supporting with providing any estates, facilities and premises ‘due diligence’ for any new schools who join the Trust

Following financial management best practice and Trust finance regulations

Project Management:

Provide advice, support and informed policies to oversee the work of onsite contractors and liaise with the Trust executive (central) team on Trust-wide contracts; ensure health & safety requirements are met and monitor contractor’s performance, inspecting completed work (where required)

Support the work of the TBM and finance team with managing the Trusts repairs and maintenance budgets

Support on, and draw up, a cyclical works plan, planned maintenance programme, condition surveys and compliance reports, ensuring routine repairs, planned maintenance and facilities projects are carried out as required in a safe and efficient manner

Work collaboratively with the TBM, providing expert advice and ensuring that capital projects/works are delivered effectively and on time.

Health & Safety:

To take an agreed lead in the review, writing and implementation of the Trust’s Health & Safety policy

To act as the Trust’s Health & Safety Coordinator

To lead on the annual health & safety audit and the termly health, safety and compliance reviews including routine inspections

Ensure accurate reporting of compliance visits and records for asset management and maintenance are accessible and clear, including next steps and actions

To ensure all duties carried out by premises staff are carried out according to the Trust’s health & safety policies, undertaking risk assessments where appropriate; ensure statutory requirements of both the HSE and Ofsted are met for all schools

To successfully complete the IOSH Managing Safely course (if this qualification is not already achieved)

To be aware of the Trust’s emergency response procedure including the Critical Incident Plan; assist in the regular review and construction of this plan together with the executive team

To manage the Asbestos Management Plan on designated Trust sites and to raise awareness within the Trust of the risks of asbestos in the workplace; support the work of school-based site-supervisors in managing their asbestos registers

To ensure the appropriate first-aid requirements and accident reporting procedures are in place across the Trust, including where applicable, relevant policies

Ensure that the building and grounds are maintained and operate in a safe and secure way, especially during severe weather conditions

Ensure School compliance with statutory responsibilities such as PAT testing, fire safety, legionella testing, COSHH and maintain suitable systems to demonstrate compliance

Oversee the work of site-supervisors in ensuring fire alarm and evacuation procedures are compliant, including: testing, call points, equipment, contractors, maintenance logs, etc.

Ensure that there is a planned preventative maintenance programme in place at designated Trust sites, which is adhered to.
