STEPS Enhanced Resources Provision Manager job summary
PAIGNTON ACADEMY
BAY EDUCATION TRUST
STEPS ENHANCED RESOURCES PROVISION
MANAGER
LEADERSHIP SCALE (1-5)
STEPS is a Local Authority alternative SEND provision, for Phobic KS3 students, based within Paignton Academy. It provides education for a maximum of 12 students with Education, Health and Care Plans who have found mainstream schools difficult to cope with through the impact of their Special Educational Need or Disability. Students are placed by the Local Authority from schools across Torbay.
STEPS aims to provide a bespoke education via therapeutic interventions and support which enable students to re-engage with education in a way which best suits them. Often this will be a long-term placement encouraging pupils and parents to plan ahead for goals set beyond an academic year. Support takes place where it is deemed most appropriate, both on-site and off-site. Students can take part in individual activities and learning as well as in small groups. Progress is judged in terms of the objectives set in their EHCP as well as in academic terms.
The Trust is looking for an experienced teacher (primary or secondary) to take on day to day responsibility for the STEPS Provision developing, managing and delivering a Personalised Curriculum for Key Stage 3 students as identified by the SEND Team at the Local Authority.
The successful applicant will have proven experience of working with children or young people and will be able to demonstrate commitment and expertise in improving educational and social outcomes. You will be enthusiastic, empathetic, patient and approachable, with a genuine commitment to supporting children’s learning.
Paignton Academy forms part of Bay Education Trust, a small Academy Trust comprising of three schools. The Trust was set up on 1st December 2014 to further develop the collaborative work across all three schools. The Academy is situated in Torbay and is part of the beautiful English Riviera. It is within easy reach of stunning beaches with golden sands, rolling countryside and Dartmoor. It is also only a short drive away, via the new South Devon link road, from the historic city of Exeter and its surrounding areas.

At Paignton Academy, we focus on developing well-rounded students who excel academically and grow socially, emotionally, and morally. We inspire our students to be kind, resilient, and responsible, preparing them to face challenges and contribute positively to society.
Paignton Academy is on a significant improvement journey which was recognised in its most recent Ofsted report (December 2024):
The school has redesigned its curriculum to be broad and ambitious. The knowledge pupils will learn is organised in a logical order. The impact of these improvements is evident in key stage 3, where pupils demonstrate they know and remember more of what they have been taught.
Since the previous inspection, the quality of provision for pupils with special educational needs and/or disabilities (SEND) has improved. Pupils’ needs are identified quickly, and appropriate support is put in place. Teachers have a growing understanding of how to adapt their teaching successfully for the benefit of these pupils. The school ensures that pupils with SEND are included in the wider life of the school.
Pupils’ behaviour has improved. Lessons are calm and purposeful. The ‘speak up, speak out’ campaign has led to more pupils feeling confident to report concerns.
